Information: With support from Arnold Ventures, the CSG Justice Center is now offering county leaders a chance to get free, hands-on support to identify evidence-informed behavioral health and legal interventions best suited for their community. Provided as part of our new initiative, Counties Aligning Health & Safety, leaders will have an opportunity to use a decision tool uniquely designed to help them identify the right policies and investments to improve outcomes for people with behavioral health needs at a critical and often overlooked moment: the period between booking and case resolution.
Grounded in the local challenges specific to each community and based on a new post-booking behavioral health framework, this tool will help leaders generate real cost savings and make meaningful improvements in the behavioral health outcomes of people leaving jail.

Description: The purpose of this program is to build and strengthen community infrastructure and readiness to support early intervention, community-led suicide prevention, and resiliency efforts for adults who are at risk for suicide.
Eligibility: Eligibility is statutorily limited to community-based primary care or behavioral health care settings; an emergency department; State mental health agency; public health agency; territory of the United States; Indian tribe or tribal organization (as the terms "Indian tribe" and "tribal organization" are defined in section 5304 of title 25).
Behavioral Health and Community Safety Partnerships

Description: The purpose of Behavioral Health and Community Safety Partnerships is to support communities in reducing the behavioral health impacts of crime, violence, and disorder; strengthening community safety; and improving outcomes for youth, families, and other individuals affected by crime, violence, and disorder.
Eligibility: Eligibility is statutorily limited to domestic public entities and private non-profit entities.

Description: The purpose of this program is to implement the Screening, Brief Intervention, and Referral to Treatment public health model for children, adolescents, and/or adults in primary care and community health settings (e.g., health centers, hospital systems, health maintenance organizations, preferred-provider organizations, health plans, Federally Qualified Health Centers, behavioral health centers, pediatric health care provider offices, children’s hospitals) and schools, with a focus on screening for underage drinking, opioid use, and other substance use.
Eligibility: States, political subdivisions of states, Indian tribes or tribal organizations, health facilities or programs operated by or in accordance with a contract or award with the Indian Health Service, and other domestic public and private nonprofit entities, including higher education and faith-based organizations.

Description: The purpose of this program is to develop and implement a program to divert youth and/or adults with mental health or co-occurring disorders who are at risk of criminal and/or juvenile justice involvement to community-based services before arrest or booking.
Eligibility: Eligibility is statutorily limited to States; political subdivisions of states; Indian tribes or tribal organizations (as defined in Section 4 of the Indian Self-Determination and Education and Assistance Act), acting directly or through agreements with public or nonprofit entities; or a health facility or program operated in accordance with a contract or award with the Indian Health Service.

Description: The purpose of this program is to establish new, or enhance existing, mobile crisis teams that serve children, youth, and adults experiencing mental health or substance use crises. Its focus is the expansion of behavioral health crisis response capacity and the development of structured partnerships that reduce reliance on law enforcement and emergency departments for behavioral health crises.

Description: The purpose of this program is to: help prevent and reduce the initiation and progression of substance use and its related problems by supporting the development and delivery of community-based substance use prevention services that strengthen protective factors, reduce risk factors, build resilience, and promote well-being and expand and strengthen the capacity of prevention providers serving communities and tribes to implement evidence-based and evidence-informed prevention strategies.

Description: The purpose of this program is to increase student access to evidence-based support services and mental health care by developing innovative initiatives, activities, and programs to link local school systems with local trauma support and mental health services.
Eligibility: Eligibility is statutorily limited to State Education Agencies (SEAs), including SEAs in the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, and the U.S. outlying areas including American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the United States Virgin Islands; the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau; Local Educational Agencies; Indian Tribes or their Tribal Educational Agencies; a school operated by the Bureau of Indian Education; Regional Corporation; or a Native Hawaiian Educational Organization.

Description: The purpose of this program is to support comprehensive, street-based engagement, treatment, and recovery support services for individuals who are homeless and have serious mental illness, serious emotional disturbance, substance use disorders, or co-occurring mental and substance use disorders.
